Child and Family Services Review (CFSR) Program Improvement Plan (PIP) Stakeholder Feedback Sessions

The Child and Family Services Review (CFSR) is a federal review of each state’s child welfare system that evaluates performance across 36 federal measures. Colorado completed Round 4 of the CFSR in 2026 and received its Final Report (PDF) from the Children’s Bureau in September 2026. The Colorado Department of Human Services (CDHS) must develop a Program Improvement Plan (PIP) within 90 days of receiving the Final Report that identifies goals and activities to improve its child welfare system.

In December 2025, the Children’s Bureau issued CFSR Technical Bulletin #14, announcing a pilot opportunity for states in various stages of CFSR Round 4 to center their program improvement efforts on the overarching goal of “A Home for Every Child” (AH4EC). This goal includes maintaining a target ratio of one licensed foster home for every child in foster care. Because Colorado is participating in the PIP pilot program, CDHS’ CFSR Round 4 PIP must align with the AH4EC requirements.

Colorado’s draft CFSR PIP is available for public review and feedback prior to its submission to the Children’s Bureau in December 2026. CDHS’ Division of Child Welfare (DCW) will host three stakeholder feedback sessions. We invite you to participate in any of the following calls:
