2025 Annual Progress and Services Report and 2025-2029 Child and Family Services Plan Stakeholder Feedback

The Colorado Department of Human Services Division of Child Welfare is in the final stages of writing the 2025 Annual Progress and Services Report (APSR), and the 2025-2029 Child and Family Services Plan (CFSP) for federal submission. We value the input of our stakeholders and would like to invite you to participate in the following opportunities to provide feedback via scheduled teleconferences.

The 2025 APSR submission is the final report on the 2020-2024 Child and Family Services Plan (CFSP). The APSR documents the Department’s progress toward accomplishing the goals, objectives and interventions in the 2020-2024 CFSP, in addition to the requirements set forth in the Administration for Children and Families’ (ACF) most recent program instruction (ACYF-CB-PI-24-02) related to the 2025 APSR.  

The 2025-2029 CFSP represents a critical opportunity to articulate and integrate the shared vision across the broader child welfare system to create meaningful impact, drive positive change, and empower communities, by ensuring safety, permanency, and well-being for Colorado’s children, youth, and families. By outlining concrete interventions that were designed to implement this shared vision over the next five years, the CFSP serves as a mechanism for regular collaboration, continuous quality improvement efforts, and determining the services and supports needed to enact strategies that will help Colorado achieve its goals.
