Child and Family Services Review Stakeholder Feedback

The Child and Family Services Review (CFSR) is a federal review of each state’s child welfare system that evaluates states’ performance on 36 federal measures. The CFSR has two phases: the Statewide Assessment and the Onsite Review. After both phases are complete, Colorado anticipates entering a Program Improvement Plan (PIP) to address measures for which Colorado’s performance is not in substantial conformity with the federal standard.

Colorado is currently in CFSR Phase I: Statewide Assessment. This is a self-assessment report that CDHS will submit to the federal government (Children’s Bureau) to provide data on how well various aspects of Colorado’s child welfare system are functioning across the state. This report is available for public review and feedback prior to its submission to the Children’s Bureau in May 2026.
