Task group forming to expand services to youth age 18 or older

On June 7, 2021, the Colorado General Assembly passed HB 21-1094, Foster Youth Transition Program. This law requires significant rule changes to implement a new developmentally appropriate approach to serving foster youth who are 18 or older, and allows for reentry into care for eligible youth before a youth reaches their 21st birthday. The Division of Child Welfare is convening a task group that will draft recommended rules to implement these changes. 

Because the law goes into effect once it is signed by the governor it is important to begin work quickly. The task group will be composed of one main group and three subgroups that will explore the following areas, intake, ongoing, and finance/reimbursement rules. 

County staff and stakeholders who want to participate need to notify Trevor Williams by email at trevor.williams@state.co.us. Please include which subgroup you would like to participate in, or if you would only like to participate in the main task group. All subgroup members will automatically be invited to the main group. Dates and times for the first 30 days of meetings are below.

Main Task Group

  • June 22: 10 a.m.-12 p.m.
  • July 9: 10 a.m.-12 p.m.
  • July 23: 10 a.m.-12 p.m.


  • June 23: 2:30-4:30 p.m.
  • June 30: 1-3 p.m.
  • July 14: 1-3 p.m.


  • June 25: 10 a.m.-12 p.m.
  • June 30: 9-11 a.m.
  • July 12: 9:30-11:30 a.m.


  • June 29: 2-4 p.m.
  • July 15: 10 a.m.-12 p.m.
