Feedback Opportunity - Revisions to Residential Child Care Facility Rules

The Colorado Department of Human Services Division of Child Welfare is proposing revisions to the rules for residential child care facilities, located in Section 7.705. We invite you to participate in the following opportunities to provide feedback via scheduled teleconferences. 

Download a draft of the proposed rules prior to the teleconferences.These rules are scheduled to be effective by July 1, 2018.

The purpose of the proposed rule changes is to clarify, streamline, and add rules to address statute and policy requirements.  The following changes are proposed:

  • Revise multiple sections of the rules to include language for the care of infants and toddlers in the facility.
  • Add language to ensure sufficient financial resources are available to care for children.
  • Add language addressing when a facility continues to employ an individual founded for abuse or neglect.
  • Revise multiple sections of the rules to include language for the care of infants and toddlers in the facility.
  • Revise language regarding supervision of youth at the facility.
  • Revise existing rules to clarify duties of a case manager.
  • Revise language regarding shelter care facilities as a service provided.  
  • Create rules for “Therapeutic Wilderness Program Services.”
